The Project:
The Russia Sustainable Energy Finance Program (RSEFP) works across Russia to enable investments in sustainable energy projects. The Program assists financial institutions and companies to assess modernization projects and provides long-term credit to banks to enable energy efficiency loans. In addition to providing loans and technical assistance to finance institutions, the Program also conducts information campaigns to raise public awareness about energy efficiency in Russia. Recently, the Program has also supported activities in other countries within Europe and Central Asia (ECA). 

The Program has five broader objectives, namely to:
1.	Establish and monitor the operation of an energy efficiency investment facility;
2.	Support the development of energy efficiency investment projects at partner FIs and their clients;
3.	Improve market awareness and understanding of energy efficiency;
4.	Strengthen the capacity of emerging local energy service companies;
5.	Provide policy and legal support to EE investment projects given the evolving legislative landscape.

To date IFC has partnered with eight financial institutions, providing loan guarantees and technical assistance to train bank staff and credit officers on energy efficiency lending and loan evaluation. These partner financial institutions have disbursed over $134 million to finance 132 energy efficiency projects. These projects are expected to help firms decrease their annual electricity consumption by 1.5 million MWh, thereby saving over $25 million in annual energy costs and abating 5.6 million tons of green house gases over the projects’ lifetime.

Responsibilities:
The Energy Efficiency Business Advisor is expected to assist contribute to the Program’s objectives and the further development of Sustainable Energy Finance in ECA. Specific duties include:

•	Financial Analysis:
&amp;#61485;	Evaluate sustainable energy (SE) loans and advise partner financial institutions (FIs) on their lending strategy;
&amp;#61485;	Assist FIs to develop new SE financial products and/or project structures;
&amp;#61485;	Evaluate FIs loan portfolios for possible IFC investments in FIs under supervision of IFC’s investment department.

•	Conduct trainings and educational seminars:
&amp;#61485;	Design and carrying out seminars and training events, targeted at various stakeholder groups including banks’ credit officers, senior management, and technical specialists.
•	Stakeholder Engagement, Outreach and Policy Development:
&amp;#61485;	Build and maintain relationships with partner financial institutions’ management and staff;
&amp;#61485;	Maintain contacts with relevant stakeholders, including business associations, government entities, NGOs, etc;
&amp;#61485;	Represent the Program at conferences.
•	Support the Program Manager:
&amp;#61485;	Help in developing Program strategy for Russia and other countries in ECA
&amp;#61485;	Contribute to corporate knowledge base and share effective approaches with team members and other IFC units;
&amp;#61485;	Perform other duties as required.

Qualifications:
The candidate should be a senior professional with comprehensive and in-depth expertise in financial analysis, energy efficiency and the power generation sector. S/he should be familiar with providing advisory and consultative services to senior counterparts in financial institutions with confidence. 

•	Degree in business, finance, or related field with at least 5 years of relevant professional experience, preferably in the financial sector. Background in management consulting is a plus;
•	Living and working experience in developing markets, preferably in Eastern Europe and Central Asia;
•	Experience managing relationships with corporate clients and SMEs;
•	Strong analytical skills, ability to think strategically and rapidly analyze diverse information;
•	Self starter with strong managerial, organizational, and problem-solving skills;
•	Ability to communicate clearly and concisely for expert and non-expert audiences;
•	Experience of communicating with top management level and government authorities;
•	Excellent presentation and facilitation skills with the ability to train others;
•	Results-oriented approach with demonstrated history of accomplishments;
•	Comfortable with dealing with technical issues;
•	Ability and willingness to travel extensively – a possible future relocation is not excluded;  
•	Native in Russian, fluent in English.
